I was happy to support the safe reopening of the Splash Pad in Toddy Jones Park and support a raft of road improvement projects, including paved shoulders on Alma Street between Fryer Street and Meloche Road. Here's how I voted on July 13, 2020:
DELEGATIONS
10.1 Water Bill Fee - Dennis Richardson
Voted in favour of waiving the $102 penalty but the motion failed. Directed Administration to bring back a report on allowing for employee discretion when it came to the application of the administrative fee on past due water bills and the pros and cons of a 14-day grace period.
REPORTS – CORPORATE SERVICES
11.1 2019 Year End (Q4) Budget to Actual Summaries and Transfers
Authorized the Treasurer to transfer an $824,638 year-end surplus as follows:
- $100,000 into a Tax Stabilization Reserve
- $100,000 into an Employee Related Reserve
- $80,000 into a Winter Control Reserve
- $544,638 into the General Reserve Fund
- $14,278 taken from the General Reserve Fund for unfinanced capital costs related to the purchase of fencing, final costs for Sandwich and Pickering reconstruction and Culvert 59 not approved in the 2019 Budget.
11.2 2019 Year End Reporting: Audited Consolidated Financial Statements, Building Services Annual Statement, Development Charge Reserve Funds Statement, and 2019 Parkland Dedication Reserve Statement
Voted to receive and approve the Audited Consolidated Financial Statements for the year ending 2019 and directed that the 2019 Consolidated Financial Statements be posted on the Town's website.

13.1 Golfview Subdivision Phases 4B, 4C & 4D - Acceptance of Infrastructure and Placement of Surface Asphalt on Maintenance
Voted to accept the underground infrastructure, curbs, base asphalt and streetlights in the Golfview Subdivision, Phases 4B, 4C and 4D as recommended by Amico Engineering Ltd. and that the surface asphalt be placed on a one-year maintenance period beginning June 22.
13.2 4th Concession North Reconstruction (Alma St. to Cty Rd 10) - Tender Results
Voted to award to Pierascenzi Construction Ltd. a $2,274,247.02 plus H.S.T. tender for the reconstruction of Concession Road 4 North from Alma Street to Middle Side Road.
13.3 Alma Street Paved Shoulders (Fryer Street to Meloche Road) – CWATS Program – Tender Results
Voted to award to Pierascenzi Construction Ltd. $748,045 plus H.S.T. to construct paved shoulders on Alma Street from Fryer Street to Meloche Road.
13.4 Pacific Avenue Watermain and Road Replacement (Richmond St. to Simcoe St.) - Tender Results
Voted to award to D'Amore Construction Ltd. a $1,019,009 plus H.S.T. tender for the Pacific Avenue Watermain and Road Replacement project from Richmond Street to Simcoe Street.

14.1 Zoning By-law Amendment for N/S County Road 20
Voted in favour of By-Law 2020-08 to amend Zoning By-Law No. 1999-52 to amend the zoning for 4.1 acres of land located at N/S County Road 20. Voted to support the CAO's intent to secure the balance of the lands behind N/S County Road 20 as agricultural in the Official Plan.
14.2 Site Plan and Development Agreement – 265 and 349 Concession 3 North
Approved first and second readings of By-Law 2020-030 to authorize the signing of a development agreement with 1560803 Ontario Inc. and 1710690 Ontario Inc. for 265 and 349 Concession 3 North.
REPORTS - CAO's OFFICE
15.1 Crossing Guard Program – Study Results
Voted to reduce the number of crossing guard locations to three based on a 35 pedestrian warrant and directed Administration to investigate alternative solutions like pedestrian crossovers for locations where crossing guard services will no longer be provided.

17.3 Financial Relief for Municipalities - Town of Essex Resolution
Directed Administration to send correspondence in support of the request by the Town of Essex for the Ontario government to provide immediate relief/and or financial support to assist municipalities with COVID-19.
17.7 Request to Fast Track Investing in Canada Infrastructure Program (ICIP) Grant Applications - Town of Renfrew Resolution
Directed Administration to send correspondence in support of the request by the Town of Renfrew to fast track Investing in Canada Infrastructure Program grant applications.
17.8 Long Term Care Home Improvements - City of Sarnia Resolution
Directed Administration to send correspondence in support of the City of Sarnia's resolution requesting improvements to long-term care homes.
CORRESPONDENCE
18.1 Emancipation Day - August 1, 2020
Supported proclaiming August 1, 2020 as Emancipation Day in the Town of Amherstburg as a demonstration of respect for human liberty and freedom and in recognition of the richness of the culture and history brought to Ontario by African Canadians.
NEW BUSINESS
20.1 Bunkhouse Improvements in Agri-Farm Industry
Directed Administration to send correspondence to the upper levels of government advocating for building code amendments to further protect migrant workers in bunkhouses in the agricultural farm industry.
20.2 Reopening of the Splash Pad at Toddy Jones Park
Supported the safe reopening of the Splash Pad at Toddy Jones Park.
20.3 S. Ralph McCurdy Track and Field Complex
Directed Administration to send correspondence to the family of S. Ralph McCurdy advising them that the Town had sold the land on which the track named after their father sits and assuring them the Town will find another way to honour their father's legacy. Directed Administration to work with the Heritage Committee to look into all naming rights and signage that may be affected by decommissioned lands.
