Voting Record -- March 9, 2020

I was happy to signal the Town's support for Cannabis Consumption Cafes and to authorize a funding agreement with the Ministry of Municipal Affairs and Housing to examine the delivery of Town services for cost savings and improvements. Here's how I voted on March 9, 2020:

PRESENTATIONS

 4.1 ERCA 2019 Annual Report- Richard Wyma, ERCA General Manager/Secretary-Treasurer 

Voted to receive the report.

REPORTS - CORPORATE SERVICES

 6.1 Amendments to Accounts Receivable - Collections Policy

Voted to maintain the delegation of authority levels for the writeoff of uncollectable trade accounts as approved Feb. 28, 2016. Approved an amendment that ensures writeoffs over $5,000 are included in quarterly variance reports. Opposed an amendment requiring administration to bring back to Council for direction any accounts that proceed past collections phase. 

 6.2 Court Security Prisoner Transportation Program - 2020 Funding Agreement 

Approved By-Law 2020-021 authorizing an agreement for prisoner transportation services with the Ministry of Community Safety and Correctional Services.

 6.3 Municipal Modernization Program - Transfer Payment Agreement 

Authorized an agreement to secure Municipal Modernization funding with the Ministry of Municipal Affairs and Housing. 

REPORTS- PLANNING, DEVELOPMENT AND LEGISLATIVE SERVICES

 9.1 Ontario Consultation - Cannabis Consumption Venues and Special Occasion Permits 

Authorized administration to inform the Ministry of the Attorney General that the Town was supportive of both Cannabis Consumption Venues and Special Occasion Permits for Cannabis events but that the Town did not believe alcohol and cannabis should be consumed in the same location. 

 9.2 Kingsbridge Subdivision Phase 5G - Proposed Redline Plan to Draft Plan Approval 

Directed Administration to notify the County of Essex that the Town supports the minor change to revised draft plan approval for Kingsbridge Subdivision Phase 5G.

 9.3 Community Improvement Plan & Urban Design Guidelines 

Voted to table the Urban Design Guidelines and schedule a public meeting with the consultant as well as circulating the Urban Design Guidelines to the Economic Development Advisory Committee and the Accessibility Advisory Committee.

OTHER MINUTES

 13.1 Drainage Board Meeting Minutes - February 6, 2020 

Supported the provisional adoption of By-Law 2020-015 to provide for a new maintenance schedule of assessment for the Cornwall Drain based on the Drainage Report of N.J. Peralta Engineering Ltd. 

 13.2 Amherstburg Accessibility Advisory Committee Minutes - February 27, 2020 

Directed Licensing and By-Law Enforcement to investigate a means of providing incentives, regulation or a combination of both to achieve a higher proportion of accessible, on-demand taxis in Amherstburg.

NEW BUSINESS

 15.1 Road Grader

Directed Administration to bring a report outlining the existing road grader program for discussion in the 2021 Budget.

 15.2 Vacant Building Registry and Agent of Change By-Law

Directed Administration to bring back a report on vacant building registries and to bring back a report on an Agent of Change By-Law for discussion. 

 15.4 Knights of Columbus Advertisement

Directed Administration to place a 1/2 page advertisement in the Knights of Columbus book in support of its 100th Anniversary.
