Voting Record -- Sept. 23, 2019

I brought forward motion asking the Fire Chief to bring back a report on the statistics of the Fire Permit system over the past two years and explore the feasibility of moving to a one-and-done permitting system. I was also happy to declare October Breast Cancer Awareness Month in Amherstburg and support the efforts of a delegation looking to raise money for a 3D Mammography Machine for Windsor-Essex.

DELEGATIONS

 7.1 Breast Cancer Awareness Month, October Initiatives - Alison Baldwin, Gisele Seguin & Cristina Naccarato, Windsor Regional Hospital Foundation

Received a delegation from Alison Baldwin, Gisele Seguin, and Cristina Naccarato, Windsor Regional Hospital Foundation, regarding their request to raise funds in the Town towards the purchase of a new 3D Digital Mammography Machine for Windsor Essex County; and, to have October proclaimed as Breast Cancer Awareness Month. Council granted the request and the proclamation.

  7.2 Belle Vue Conservancy Status Report - Shirley Curson-Prue, President, Belle Vue Conservancy

Received a delegation from Shirley Curson-Prue, President, Belle Vue Conservancy, regarding the Belle Vue Conservancy Status Report. Council
directed the Town to facilitate donations and issue receipts for the Belle Vue property until such time as the Belle Vue Conservancy receives charitable status.

REPORTS -- CORPORATE SERVICES

 8.1 Development Charges Background Study and By-law 2019-083

Adopted the assumptions contained in the 2019 Development Charges Background Study and approved and adopted the 2019 Development Charges Background Study.

 8.2 2020 User Fees By-law

Approved the changes in fees and charges for the 2020 User Fees By-law with an amendment to Schedule B – Building Services; and, passed By-law 2019-082 being a by-law to Establish User Fees or Charges for Services, Activities or the Use of Property.

REPORTS -- ENGINEERING AND PUBLIC WORKS

 10.1 - 10.3 Placement of Underground Infrastructure, Curbs and Base Asphalt on Maintenance – Kingsbridge Subdivision Phase 7A/9A

Accepted the recommendations of the consulting engineer, BairdAE regarding the Placement of Underground Infrastructure, Curbs and Base Asphalt on Maintenance in several sections of the Kingsbridge subdivision.

REPORTS -- PLANNING, DEVELOPMENT AND LEGISLATIVE SERVICES

 11.1 Zoning By-law Amendment - 514, 528 and Vacant Land (V/L) Simcoe Street

Approved the Zoning By-law Amendment to change the lands at 514, 528 and Vacant Land (V/L) Simcoe Street from the “Residential Second Density (R2) Zone” to “Special Provision Residential Second Density (R2-6) Zone” to allow for uses including single-detached, semi-detached, duplex or converted dwelling units.

 15.1 Audit Advisory Committee Meeting Minutes - September 10, 2019

Approved the Terms of Reference for the Audit and Finance Advisory Committee.

 16.1 Parks and Recreation Advisory Committee Minutes - September 9, 2019

Approved several recommendations of the Parks and Recreation Advisory Committee, on which I sit, including having administration examine the feasibility of a dog park, the feasibility of expanded Pickleball courts at Malden Park, and examine the best location for the Skate Park being displaced by the new High School. 

 16.2 Audit Advisory Committee Minutes - August 29, 2019

Approved an Audit and Finance Advisory Committee training budget of $1500 to match other committees.
